The IRC Rule is owned and managed by the Royal Ocean Racing Club (RORC) in the UK and Yacht Club de France (YCF) in France.
RORC and YCF are jointly known as the IRC Rating Authority and control the policy, technical development and administrative aspects of the Rule, where all IRC certificates are issued by the rating offices:

Outside the UK and France, local IRC administration is through IRC Rule Authorities around the world.
